Crime Update

Thefts from vehicles continue to be our biggest problem. While we are fortunate to not experience much violent crime (unlike other areas of the city), we are at risk of continuing to make Fourth Ward an inviting target to criminals. Today's car thief may be tomorrow's home burglar. So when you leave your valuables in plain sight, you may be taking a risk with your own property. But you are also laying the groundwork for your family's and neighbor's home burglary, or worse.

In additional to thefts from cars, we have seen several incidents where fights originating in bars (on Tryon St and 6th St) that have spilled out in to our neighborhood streets. One incident ended in gunshots being fired. We urge residents to call 911 whenever you see these incidents occur.

Finally, if you have a garage door, close it! A recent article in the Charlotte Observer noted a 10% increase in garage related crimes in the first four months of 2008. Citizens leave their garage door open while they are in the house or in the back yard. Thieves take this opportunity to steal items quickly.

Problems Resulting from Events Downtown - FOFW Board Action

Given the challenges we have had recently with increased vandalism, crime and traffic in the neighborhood related to various downtown festivals, FOFW Board decided to experiment with paid security. This is a common practice by neighborhoods or condo/apartment associations when city/county police are not available (due to demand for their presence at special events). FOFW had hoped to obtain some police coverage dedicated to Poplar Street during Speed Street from CMPD, but they were unavailable due to demands at the event. The FOFW Board then allocated monies to pay for off duty officers to patrol in marked CMPD cars during the Friday and Saturday nights of Taste of Charlotte. Not surprisingly, said marked police car with uniformed officer had a wonderful deterrent effect on problems in that area and both officers reported to me that things were very calm. The hiring of off duty officers is something that the Board may continue to do on an as needed basis. However all "off duty" is unavailable during Red White and Boom (July 4th), so it may be impossible to hire coverage for that night.

Porch Crawls: The Tradition Continues

Fourth Ward neighbors gathered on Friday 27 June 2008 for another Porch Crawl at the Poplar Condos, continuing the tradition that began last year. This time, guests had a special treat: movies on the wall behind the Rainbow Row townhouses on 10th street. Thanks to all for hosting!

Red White and BOOM! Fourth of July Celebration

When: Friday, July 4, 2008 6:00 PM - 10:00 PM Center City Charlotte and Memorial Stadium (310 N. Kings Drive)

The fireworks are being staged from the Central Piedmont Community College campus. Some streets around the campus will close after 7:00pm to accommodate the fallout zone, so expect traffic in that area to be heavy. Streets will reopen immediately following the show.

The "Red, White and Boom!" fireworks show will be approximately 20 minutes long. The show begins at 9:30pm (weather and fire department clearance permitting). The show will be staged to a music track that will be played live at all viewing venues and will be simulcast on all five Clear Channel Radio stations.

July 4 several viewing parties will occur downtown. For locations, check www.centercitycharlotte.org. In addition, Family Fun Fest will be held at Memorial Stadium. Family-friendly activities will run from 6:00 p.m. until 10:00 p.m. There will be stadium and grass seating to watch the fireworks. The event is alcohol-free but there will be food and soft drinks on sale.

In conjunction with Red, White and Boom, a food drive benefiting Second Harvest Food Bank will be held this year. Canned food will be collected at the Fun Fest at Memorial Stadium. Participants 18 years of age or older in the canned food drive can register to win a FREE round-trip ticket to anywhere in the continental United States courtesy of US Airways.

Parking Update

The rules committee is continuing the process to determine new rules to recommend to the FOFW Board and then to the neighborhood. The committee meeting minutes and parking options being discussed will be posted on the FOFW website soon. We are hopeful we can come to a solution that will benefit the entire neighborhood. We will present findings at the neighborhood meeting prior to implementing any new rules. Please review the materials online, discuss with your neighbors and email any comments you have to Mark Schnoor at m.s.schnoor@gmail.com or Jay Biles at jaybiles@carolina.rr.com.

Parking Tick Marks Committee

We still need block captains to coordinate appropriate tick marks on their block. Blocks that don't have captains will get the city standard for tick marks. If you are interested in volunteering or would like to check whether your block needs a captain, please email Joe Nash at joenash20@gmail.com (cc Mark Schnoor at m.s.schnoor@gmail.com).

Ninth Street Children's Park

The new 9th Street Children's Park is open for business. It offers a play area and playground equipment geared for toddlers as well as a play area and playground equipment suitable for young children 3-8 years old.  Green space for free play is also available.  Park staff designed the play areas around several existing large trees which will provide a beautiful shade canopy in the park. Mecklenburg County Parks and Recreation, Friends of Fourth Ward and Center City Partners  provided funding and resources for the park.  JLT Residential Developers (developers of the Citadin, the condo development being built at 9th and Graham) contributed funds for the fence.

FoFW Meetings

FoFW takes a well-deserved break for the summer months. Please stay tuned for an announcement of our next meeting in September.

Uptown Wards Public School Forum

As a follow-up to FOFW's November meeting with CMS Superintendent Dr. Peter Gorman , FOFW hosted a meeting with George Dunlap - CMS School Board Representative for the Fourth Ward - and Scott McCully - Executive Director for Planning and Student Placement. Topics included how we might make a 2nd ward high school a high priority on the school board agenda, how we can ensure that all of Uptown's Wards are treated as one, cohesive group so we can go to school together, are whether there any upcoming rezonings that will affect us – at any grade level.

Stay tuned for details on more events and activities.

Uptown's four Wards are coming together to ensure that CMS is aware that the Center City is a strong and diverse neighborhood and that - as the Center City population continues to grow - it is imperative that CMS recognizes that our urban core is more than a collection of businesses; it's a cohesive neighborhood with a vested interest in quality public schools. The Center City neighborhoods are asking that CMS:

  • Consider the Center City as a single neighborhood
  • Recognize that our neighborhood has children who need access to quality school options
  • Include Center City schools in facilities plans as CMS creates short term and long term plans
  • Designate the (future) second ward high school as a partial (county) magnet/partial neighborhood high school serving the Center City neighborhood

The Scoop on Poop ...

Bags, that is. Do you realize that FOFW spends $4500 per year on poop bags?  This is a major expense that needs to be defrayed through your financial contribution and by eliminating waste (pun intended) by taking but not using the bags for poop, or using them for reasons other than their intended purpose.  Please contact Rob Cummings at rcummings1@carolina.rr.com to make a contribution.

Neighborhood Safety

Our biggest crime problem continues to be thefts from vehicles. Just remember when you leave ANYTHING of value (coins, electronics, sunglasses etc) visible in your car, you are inviting crime. And you are sending the word out that Fourth Ward is a target rich environment, to the peril of you, your family and your neighbor. Remember: the criminal who breaks into your car today may return tomorrow to break into your neighbor's home -- or yours. Visit the Uptown Safety website at www.safety28202.com
